GOODS VEHICLE MOVEMENT SERVICE (GVMS)

Goods moving into and out of the UK is subject to new customs controls to make sure HMRC can collect the correct duties at the right time, protect UK businesses and consumers and avoid any unhelpful trade distortions between the UK and the EU.

GVMS will link declaration references together to prove that their goods have pre-lodged declarations at the frontier and to allow speaks with HMRC system automatically about movement of goods.

TRANSIT DECLARATIONS (NCTS)

Inland Border Facilities (IBFs) are UK government sites where customs and document checks can take place away from port locations. IBFs will be operational from 1 January 2021.

Hauliers can start and end journeys at IBFs when moving goods in and out of the UK with transit declaration document regarding Common Transit Convention also known as Transit.

SAFETY and SECURITY DECLARATIONS

There are two types of safety and security declarations: an exit summary declaration (EXS) and an entry summary declaration (ENS).

A carrier is generally required to submit an EXS to the customs authority of the country from which the consignment is being exported and ENS to the customs authority of the country that the consignment is entering into the import control system (ICS) of that country.

DOCUMENTS, LICENCES AND PERMITS

UK EORI number is the compulsory to one who move goods between Great Britain (England, Scotland and Wales) or the Isle of Man, and the EU from 1st of January 2021.

UK drivers need a Driver Certificate of Professional Competence (CPC) in order to work. Drivers need to carry their Driver CPC qualification card while driving in the EU.

In addition, UK hauliers travelling to EU may require a European Conference of Ministers of Transport (ECMT) permit for some journeys

The movement of goods between the UK and the EU will be subject to customs formalities just like any other third country. Customs declarations will need to be filed, new authorizations will be required, customs procedures will need to be followed, and operations will undergo checks and controls. Formalities will take place over a six-month time period, with full controls entering into force on 1st July of 2021.

<Importing into the UK from the EU>

All goods imported from the EU to the UK will require a UK customs import declaration.For goods moving under the CTC, haulage companies must follow the GVMS procedure to complete the transit movement on entry to GB.

<Exporting from the UK from into the EU>

When carrying goods to EU from GB, necessary customs documents to cross into the EU must be physically prepared and ready to submit. GB exporter must also complete the UK export procedures before leaving the border.

<Moving goods from Great Britain to Northern Ireland>

From 1st Jan 2021 all goods being moved from Great Britain to Northern Ireland will require an export declaration. UK customs import declaration which contains the safety and security EXS declaration details.

These documents can vary depending on your operation and the goods you ship. Generally, you will need to submit Export and Import Declarations.

You can prefer to do your own declarations which require registration for NES, and electronically submit declarations to HMRC, therefore you will need to have access to the government’s customs systems to engage with HMRC. Or you can prefer to do your declarations via a software system like Modaltrans that helps you to do all the declarations you need on a single page with features as transport management, fleet management, finance management, contact and lead management, CRM and many other necessary features to run your operations smoothly. You can also choose to reach out to a customs broker.

The Goods Vehicle Movement Service (GVMS) is a UK government border system. GVMS will link declaration references together, also link the movement of goods declarations and notify customers about their goods HMRC status. Under GVMS all customs declarations would need to be submitted and be quoted against the vehicles GVMS record.

You need a goods movement reference to move goods from:

  • the EU to Great Britain (England, Scotland and Wales - for transit movements only)
  • Great Britain to Northern Ireland

You need to use the Customs Handling of Import and Export Freight (CHIEF) system to make import or export declarations, to use CHIEF, you'll need to tell HMRC your full contact details so they can be linked to your CHIEF badge.

You’ll use the Customs Handling of Import and Export Freight (CHIEF) system to make a declaration. You’ll need to both:

  • apply for access to CHIEF
  • buy commercial software that can submit declarations through CHIEF

The Customs Declaration Service (CDS) is a customs declaration platform used in Northern Ireland and Great Britain trade since August 2018.

It will be a long-time replacement for the currently used system, CHIEF (Customs Handling of Import and Export Freight).

There are two types of safety and security declarations: an exit summary declaration (EXS) and an entry summary declaration (ENS).

You do not need to make an entry summary declaration from 1 January 2021 to 30 June 2021 for goods that are imported into Great Britain from the EU or:

  • Andorra
  • Monaco
  • Norway
  • Liechtenstein
  • Switzerland
  • Ceuta and Melilla
  • Heligoland
  • San Marino
  • the Vatican City State
  • the municipalities of Livigno Campione d’Italia
  • the Italian national waters of Lake Lugano, which are between the bank and the political frontier of the area between Ponte Tresa and Porto Ceresio

An entry summary declaration is needed if you are moving into Great Britain, from Great Britain to Northern Ireland, or into Northern Ireland from outside the EU.

An exit summary declaration is needed if you are moving goods outside the UK. From 1 January 2021 safety and security requirements will apply to all movements out of Great Britain, unless the goods are coved under the temporary waiver or are going to Northern Ireland.

From 1 July 2021, you will also be required to submit safety and security import declarations on goods entering Great Britain from the EU.

For all customs declarations, you are required to have an EORI (Economic Operators Registration and Identification) number. If you export goods from England, Wales or Scotland you need an EORI number that starts with GB and if you export or import goods from Northern Ireland you need one that stars with XI. For those who are internationally trading, the EORI number enables your data to exchange internationally.

The New Computerised Transit System (NCTS) is a system of electronic declaration. It allows you to submit Common Transit declarations and also Transport Internationaux Routiers (TIR). The countries that can use NCTS are:

  • Member States of the European Union (EU)
  • The United Kingdom
  • European Free Trade Association (EFTA) countries
  • Turkey
  • The Republic of North Macedonia
  • Serbia.

No, direct exporters will not need NCTS. Only goods travelling via the EU by road in whole or part should require a Transit document.

If you move goods from Great Britain to Northern Ireland, you will need to make declarations on the CDS. All other declarations can continue to be made on CHIEF, including goods entering Northern Ireland from outside the UK and EU.
